Abstrak Artikel ini ditulis berdasarkan Kegiatan pendampingan penyusunan Road Map reformasi birokrasi provinsi Riau. Pendampingan berdasarkan permasalahan yang diamati pada kegiatan reformasi birokrasi tahun 2015-2019 dan FGD bersama mitra Biro Organisasi Sekretariat Daerah provinsi Riau yang menjadi target pengabdian. Pendampingan penyusunan road map reformasi birokrasi pemerintah provinsi Riau tahun 2020-2024 dilaksanakan dengan tujuan untuk meningkatkan dan mempercepat pelaksanaan reformasi birokrasi di provinsi Riau. Penyusunan dokumen reformasi birokrasi penting dilakukan sebagai panduan bagi seluruh stakeholder dalam melaksanakan agenda reformasi birokrasi. Dengan adanya penyusunan road map reformasi birokrasi setiap Organisasi Perangkat Daerah (OPD) mengetahui dan memahami tentang pelaksanaan reformasi birokrasi. Abstract This article was written based on the activities of assisting the preparation of the road map for bureaucratic reform in the province of Riau. Assistance based on the problems observed in the 2015-2019 bureaucratic reform activities and FGD with the partners of the Regional Secretariat Organization Bureau of Riau province who were the target of community service. Assistance in the preparation of the Riau provincial government bureaucratic reform road map 2020-2024 was carried out with the aim of increasing and accelerating the implementation of bureaucratic reform in Riau province. It is important to prepare a bureaucratic reform document as a guide for all stakeholders in implementing the bureaucratic reform agenda. With the preparation of a bureaucratic reform road map, each Regional Apparatus Organization (OPD) knows and understands the implementation of bureaucratic reform.
Purpose of this research is to describe the direction of bureaucracy reform road map policy in the field of public service with the focus of service standard in riau provincial government. This research uses qualitative analysis, field data obtained in Riau Province is set in description or report in the form of table, so it can get a clear picture about what is going on about the direction of bureaucratic reform policy of Riau Province public service. government. Data analysis through continuous verification process, then got the conclusion grounding. Results of the research indicates that the road map of bureaucratic reform of the provincial government in the field of public service already has the standard of service but has not provided the form of legality and seriousness in the form of promise of giving the right of society in service. In SOP subindicators for the implementation of service standards already exist in most types of services, but improvements to service standards do not involve stakeholders and improvements to SOP have not been done regularly. Therefore, the direction and policy of bureaucratic reform especially in the field of public services must be prepared in accordance with the action plan because this stage is important to describe the activities and techniques in more detail in a short period of one year. Abstrak Tujuan penelitian ini adalah untuk mendiskripsikan arah kebijakan road map reformasi birokrasi bidang pelayanan publik dengan fokus standar pelayanan di pemerintah provinsi riau. Metode penelitian ini menggunakan analisis kualitatif, data lapangan yang diperoleh pada pemerintah Provinsi Riau dituangkan dalam suatu uraian atau laporan dalam bentuk tabel, dengan demikian dapat memperoleh gambaran yang jelas apa yang sedang terjadi mengenai arah kebijakan reformasi birokrasi pelayanan publik pemerintah Provinsi Riau. analisis data melalui proses verifikasi secara terus menerus, maka diperoleh kesimpulan bersifat grounded.Hasil penelitian menunjukkan road map reformasi birokrasi pemerintah Provinsi Riau di bidang pelayanan publik sudah memiliki standar pelayanan tetapi belum memberikan bentuk legalitas dan kesungguhan dalam bentuk janji yang memberikan hak masyarakat dalam pelayanan.Subindikator SOP bagi pelaksanaan standar pelayanan sudah ada pada sebagian besar jenis pelayanan, tetapi perbaikan atas standar pelayanan tidak melibatkan stakeholder dan perbaikan atas SOP belum berkala. Bureaucracy reform is an important thing. The aim is to actualize good governance, particularly in Bandung city. The research is started with continuing previous program, program socialization, recommended evaluation or progress of bureaucracy reform, arrangement of reformation agenda in 2015-2019, implementation of regulation, gradual report related with progress of bureaucracy reform program in Bandung city. Bureaucracy reform is implemented in purpose to actualize increasing of public service quality towards society. The government has issued many regulations as legal and operational directions in implementation of bureaucracy reform in period 2015-2019. The research has special target for helping local government, Bandung City in arranging road map of bureaucracy reform in Bandung City in second period, based on National Medium-Term Development Plan (RPJMN). With this special target, increasing of public service quality by Bandung bureaucracy will be reached.

Indonesia’s bureaucratic condition in the current reform era has not shown a good development direction, because there are still many unprofessional bureaucrats, acting as rulers, running corruption, collusion and nepotism (KKN) practices at the central, provincial and district levels. T o pursue the vision of bureaucratic ref to pursue the vision of bureaucratic reform of the Indonesian Government, namely "realizing world-class government" and the goal of bureaucratic reform "realizing good governance", it is deemed necessary to develop a Road Map Bureaucratic Reforming as a form of operationalization of the Grand Design 2010-2025 Bureaucratic Reform. In the Tanimbar Islands Regency, the preparation of the Road Map 2020-2024 Bureaucratic Reform has not been carried out, so that part of the Organization and Administration Section of the Regional Secretariat of the Tanimbar Islands Regency as the OPD in charge of the preparation of the Road Map needs to take action in realizing this matter. This study aims to analyze and determine the preparation of the Road Map for Bureaucratic Reform in realizing World Class Government, analyzing and knowing the supporting and inhibiting factors as well as analyzing and knowing the preparation strategy Road Map. This study used qualitative research methods with a descriptive approach. The determination of informants in this study was carried out by using the purposive sampling technique. The data collection technique is done by interview, observation, and documentation. The data analysis technique used is to use the SWOT analysis method. The results showed that the preparation of Road Map the Bureaucratic Reforming realizing World Class Government in the Tanimbar Islands Regency has not been implemented because there are still several obstacles such as the absence of underlying regional regulations, the existence of sectoral egos between regional apparatus organizations, inadequate infrastructure, budget constraints, lack of support from stakeholders, and low accountability and capability of human resources. Therefore, in this study the authors analyzed the strategies that can be done by local governments, namely utilizing the potential of adequate ASN in supporting the implementation of bureaucratic tasks, and utilizing the attention of the central and provincial governments to the construction of Masela Block.

Abstract, Reform is a change, a change that is meant to be a change for a better than ever, for that change can be either renewal or an embodiment. Bureaucracy is a form of organization whose application is related to the objectives to be achieved. This bureaucracy is intended as a system of authority that is rationally determined by various rules. This bureaucracy is meant to organize regularly a work to be done by the crowd.Bureaucracy can also be a system, arrangement, layout within a government.
