Education
Born to American parents in Venezuela, Clark graduated from the University of Connecticut with his bachelor's degree in 1973 and with his master's degree in 1974. Clark later graduated with his J.D. from the University of Texas School of Law in 1979.[1]

Clark served in the U.S. Army from 1974 to 1976 and in the Army Reserve from 1980 to 1990.[1]

Clark was nominated by President George W. Bush on January 23, 2002, to a seat vacated by Judge Howell Cobb. The American Bar Association rated Clark Substantial Majority Well Qualified, Minority Qualified for the nomination.[2] Hearings on Clark's nomination were held before the United States Senate Committee on the Judiciary on August 1, 2002, and his nomination was reported by U.S. Sen. Patrick Leahy (D-Vt.) on September 19, 2002. Clark was confirmed on a voice vote of the U.S. Senate on October 2, 2002, and he received his commission on October 10, 2002. Clark assumed senior status on February 28, 2018.[1][3]
Clark served as chief judge of the court from 2015 to 2018.[1]
