Joe L. Heaton is a judge on senior status on the United States District Court for the Western District of Oklahoma. He joined the court in 2001 after being nominated by President George W. Bush (R). He retired from full-time service, assuming senior status, on July 1, 2019. Heaton served as the district court's chief judge from 2015 to 2019.

Born in Alva, Oklahoma, Heaton earned his bachelor's degree from Northern Oklahoma State University in 1973 and his J.D. from the University of Oklahoma College of Law in 1976.[1]

Heaton was first nominated on August 2, 2001, by President George W. Bush (R) to a seat on the United States District Court for the Western District of Oklahoma vacated by Ralph Thompson. Under provisions of Rule XXXI, paragraph six of the standing rules of the Senate, Heaton's nomination was returned to the president on August 3, 2001. President Bush resubmitted the nomination on September 4, 2001. The American Bar Association rated Heaton Substantial Majority Well Qualified, Minority Qualified for the nomination. Hearings on Heaton's nomination were held before the Senate Judiciary Committee on November 7, 2001, and his nomination was reported by U.S. Sen. Patrick Leahy (D-Vt.) on November 29, 2001. Heaton was confirmed on a voice vote of the U.S. Senate on December 6, 2001, and he received his commission on December 10, 2001. He retired from full-time service, assuming senior status, on July 1, 2019.

From 2015 to 2019, Heaton served as the chief judge of the district court.[1][2][3][4]
