Herbert Allan Fogel (1929-present) was a federal judge on the United States District Court for the Eastern District of Pennsylvania.

Fogel was nominated by President Richard Nixon on February 13, 1973, to a seat vacated by Ralph Body; he was confirmed by the Senate on May 14, 1973, and received commission the next day. He resigned on May 1, 1978.[1] Fogel was succeeded in this position by James Giles.
