This PR adds a contributing guidelines. Everything is taken from the wiki with a few modifications.

TODO before merging

  • Anything that is very important that should go into the first section ?
  • Verify that the header ordering is still correct
  • Reanimate the .yml files

Closes #548 .

To clarify, I have closed #548 because you meet the requirements for paper authorship, which is all I am asked to certify as a reviewer.

However, I highly recommend and commend continuing this effort to clarify and/or improve contributing guidelines. This could serve to make the project as a whole an even more robust open source effort with a wider set of contributors.

GitHub has a quite thorough article on some of the best practices people use, and you can even automate aspects of the process. It can be a great resource to draw from when developing contribution guidelines and policies:

Maybe something worth considering, is to take out the Coding Style section and put this into a separate Coding_Style.md or such, since this alone is quite long (about half the document).

@tcojean , regarding the code style section, I believe at least according to the Github guidelines, it is necessary to have the coding stlye within the CONTRIBUTING.md file. According to the projects which they recommend, all of them have pretty long CONTRIBUTING.md files, example: Atom editor

The Ginkgo team is proud to announce the new minor release of Ginkgo version
1.2.0. This release brings full HIP support to Ginkgo, new preconditioners
(ParILUT, ISAI), conversion between double and float for all LinOps, and many
more features and fixes.

Supported systems and requirements:

  + gcc: 5.3+, 6.3+, 7.3+, all versions after 8.1+
