Fix some issues with complex number types #410

This PR fixes a few inconsistencies and issues with complex numbers and math.hpp:

  • our real and imag now return real numbers
  • our conj now works and is being tested
  • HCC sometimes tried to use __device__ functions when there was a __host__ function available, leading to some compilation issues with zero<std::complex<...>>

However, there are some issues with the current version (probably the reason why it fails to compile on AMD).

However, there are some issues with the current version (probably the reason why it fails to compile on AMD).

there are some changes for Windows.
Could you also try to combine device and global again on AMD?

For windows compilation, need to change two things but it is not related to this PR.
Maybe I should create an another PR for it.

  1. friend class ExecutorBase<HipExecutor>; -> friend class detail::ExecutorBase<HipExecutor>; in include/ginkgo/core/base/executor.hpp
  2. move the # Load CMake helpers block before # This is modified from ... block (MSVC switch static shared) in CMakeLists.txt

The Ginkgo team is proud to announce the new minor release of Ginkgo version
1.2.0. This release brings full HIP support to Ginkgo, new preconditioners
(ParILUT, ISAI), conversion between double and float for all LinOps, and many
more features and fixes.
