Pull Request Summary

This PR updates the Intel CI.

Description

This PR

  • updates to ubuntu-latest;
  • moves /usr/local out of the way to avoid cmake/glibc problems; and
  • ensures that the apt-supplied intel-oneapi-mpi is used.

Thank you @AlexanderRichert-NOAA. Since this is just a small CI workflow update, no regtesting is needed, and it should go quickly. I'll work on this tomorrow and it should go through barring anything unexpected.

Pass

Only CI workflow changes, so no regression testing needed. The workflow changes were tested by running in Github Actions on my fork. All tests passed, see screenshot.
