Update install of intel compiler in CI workflow. Part of #1156

Description

With this PR, the intel workflow works again. There are still other problems that need to be resolved in the intel workflow, but they can be done incrementally, once it is working again.

Please also include the following information:
There are no code changes in the PR.

@edwardhartnett thanks for addressing this update to Intel compilers for CI. I'll test the CI with my fork and can proceed with the review quickly if that comes back positive.
