When a non-current run is deleted, the server does not publish to the /runs topic a refetch flag. Instead of conditionally publishing a notify flag when a run is deleted, do so always.

Overview
When a non-current run is deleted, the server does not publish to the /runs topic a refetch flag. Instead of conditionally publishing a notify flag when a run is deleted, do so always.
