Este capítulo tiene por objetivo analizar el gobierno de la ciudad de México y la gestión que realiza, con el fin de aportar elementos para un estudio comparativo de los distintos sistemas de gobierno metropolitano que existen en la región latinoamericana.
El texto se divide en cuatro secciones. La primera describe el diseño
institucional que tenía el gobierno de la capital mexicana hasta diciembre de 2015; la segunda detalla la forma en que se ha ido conformando ese diseño en el último siglo; la tercera examina los resultados que la gestión de la ciudad ha obtenido en materia de servicios públicos, participación ciudadana y gobernabilidad;
la cuarta y última sección reflexiona sobre la prospectiva de la ciudad de México.

El presente artículo examina las causas por las cuales la  asamblea anfictiónica, convocada por Simón Bolívar para unir las nuevas repúblicas americanas, no pudo sesionar en México luego de su traslado desde Panamá en 1826. Se definen las posiciones de los ministros plenipotenciarios apelando a fuentes primarias y a documentos de la época, incluida una minuta inédita de la reunión de los ministros de Estados Unidos
y la Gran Colombia. Este último documento, cuya importancia es contextualizada en este artículo, permite conocer la controversia que dividió a los hispanoamericanos en torno a la posibilidad de instalar la asamblea sin esperar la ratificación de los tratados del Istmo.

This paper examines the reasons why the Amphictyonic Council, called by Simon Bolivar to unite the new American
republics, could not meet in Mexico after it relocated from Panama in 1826. We define the positions of the plenipotentiary
ministers based on primary sources and documents of that time, including the unpublished minutes of the meeting between ministers of the United States and the Gran Colombia. The importance of this document is put in context in this article, and the document allows the controversy that divided Hispanic Americans regarding the possibility of installing the Council without waiting for the ratification of the Isthmus Treaties to become known.

Se presenta un análisis puntual sobre el proceso de verificación por parte del Gobierno de la Ciudad de México en materia de Sistemas Alternativos, también llamados Sistemas de captación de agua de lluvia. Se presentan las sanciones existentes en los instrumentos jurídicos competentes. De igual forma, se presenatan las necesidades inminentes para un correcto funcionamiento de esta política pública.

An investigation of microbial air quality in the area of the National Autonomous University of Mexico, located in the southern part of Mexico City, was conducted for one year. Ambient outdoor concentrations and size distribution of airborne bacteria were measured, 130 samples were taken at noon, using an Andersen 6 stage sampler, located 2 m above ground level. Concentration ranges and colony-forming units per cubic meter of air (CFU m−3) found, were as follows:14 to 12999 for total bacteria, No growth (NG) to 55 for coliform bacteria, NG to 11 for fecal coliform and NG to 10 for fecal Streptococci. Bacteria associated with the potentially respirable fraction (0.65 to 4.7 µm) averaged 37% and 9% for total bacteria and coliform bacteria respectively. In 23% of the samples, coliform bacteria were recovered, with higher incidences during dry season. The most common of these were:Escherichia coli (15%), followed bySerratia (13%) andEnterobacter (10%), The total bacteria correlated significatively (p<0.05) with the following parameters: particulate matter smaller than 10 µm (PM10) (r=0.40), total suspended particulates (TSP) (r=0.26), daily variation of temperature (r=0.18), and vapor pressure (r=−0.16). These relationships indicate that fecal soil pollution could affect air quality with potential health risks.

Este artículo presenta una crítica local del clientelismo en México, expresada en el
lenguaje de jugar al fútbol y la forma de animar. Los miembros jóvenes y varones de un club de aficionados al fútbol, que apoyan a un equipo conocido por la juventud de sus jugadores, conceptualizan la durabilidad, la rigidez y la extensión del clientelismo a
través de una analogía con la manera aburrida y cautelosa de jugar y animar que tienen los jugadores y aficionados de los equipos rivales. Los miembros del club aseguran que ellos y los jugadores de su equipo, a diferencia de la mayoría de los miembros de la sociedad mexicana, viven fuera de la influencia del clientelismo, puesto que aún no se han transformado en clientes gracias a su juventud. Su alternativa al clientelismo no es la democracia moderna o la racionalidad burocrática, sino más bien, un juego de fútbol, la animación u otra actividad inspirada en el ferviente amor y caracterizado por la espontaneidad, pasión y creatividad. Esta crítica local sirve como un recordatorio de un comentario social serio que no sigue la forma de una ideología política y que es encontrado en otros contextos, como por ejemplo, en el estadio de fútbol, frecuentemente no tenido en cuenta por los científicos sociales.

Avoiding a simplistic picture of the economic/political elite, the state versus ‘the’ population as well as its encompassing incorporation of diverse actors make this book an outstanding contribution to critical urban security studies. Perhaps the strongest point of this book is that, although insecurity seems to be everyone’s shared concern, the intentions of (self-styled) security providers should not be trusted. Instead, security should be conceived of as a governing tool of reordering urban capitalism at the expense of the urban poor. Müller elegantly channels this argument towards the need to de-securitize local (security) politics.

Two exotic fishes, common carp (Cyprinus carpio) and tilapia (Oreochromis niloticus), were introduced more than 20 years ago into Xochimilco for aquaculture, and now dominate the system in terms of biomass and numbers. Over this same period, wild populations of the microendemic axolotl salamander (Ambystoma mexicanum) have been dramatically reduced, and it currently persists in isolated areas of this aquatic system, which is situated at the edge of Mexico City. In this study, we examine potential trophic interactions and niche overlap among two exotic fishes: carp and tilapia, and the native axolotl. Axolotl had more diverse diets and a higher trophic position compared to the exotics. Stable isotope analysis revealed substantial trophic niche overlap among axolotl and the exotics. The two exotics occupied a larger niche area than the axolotl, suggesting higher levels of omnivory and diet specialization. Current exotic fish removal efforts will further our understanding of interactions between the axolotl and exotic species, and are expected to benefit axolotl recovery efforts.

This paper aims to highlight the role of social networks and solidarity economy in the so-called favelas in Latin America, focusing especially on research held in Mexico. The first part is a theoretical approach to the concept of " spontaneous settlements " (barrios or favelas) focusing especially in Latin America. The second part is a theoretical approach to the concept of solidarity economy and the role that has been played in local development in Latin America. Finally we presented the results from a diachronically comparative approach in Metropolitan Area of Mexico City and urban social movements (El Molino, Iztapalapa, DF and Colonia Maravillas, Nezahualcoyotl). The methodology used is participatory observation, interpretation of satellite images and bibliographic research.

This book presents a case study of one of Latin America’s most important and symbolic spaces, the Zócalo in Mexico City, weaving together historic events and corresponding morphological changes in the urban environment. It poses questions about how the identity of a place emerges, how it evolves and, why does it change? Mexico City’s Zócalo: A History of a Constructed Spatial Identity utilizes the history of a specific place, the Zócalo (Plaza de la Constitución), to explain the emergence and evolution of Mexican identities over time.

Starting from the pre-Hispanic period to present day, the work illustrates how the Zócalo reveals spatial manifestations as part of the larger socio-cultural zeitgeist. By focusing on the history of changes in spatial production – what Henri Lefebvre calls society’s "secretions" – Bross traces how cultural, social, economic, and political forces shaped the Zócalo’s spatial identity and, in turn, how the Zócalo shaped and fostered new identities in return. It will be a fascinating read for architectural and urban historians investigating Latin America.

During the late sixteenth and seventeenth centuries, countless slaves from culturally diverse communities in the Indian subcontinent and Southeast Asia journeyed to Mexico on the ships of the Manila Galleon. Upon arrival in Mexico, they were grouped together and categorized as chinos. Their experience illustrates the interconnectedness of Spain's colonies and the reach of the crown, which brought people together from Africa, the Americas, Asia and Europe in a historically unprecedented way. In time, chinos in Mexico came to be treated under the law as Indians, becoming indigenous vassals of the Spanish crown after 1672. The implications of this legal change were enormous: as Indians, rather than chinos, they could no longer be held as slaves. Tatiana Seijas tracks chinos’ complex journey from the slave market in Manila to the streets of Mexico City, and from bondage to liberty. In doing so, she challenges commonly held assumptions about the uniformity of the slave experience in the Americas.

Derivado de los problemas de saturación que se ha venido agudizando desde 1980 en el Aeropuerto Internacional de la Ciudad de México, a continuación se presenta un análisis y un diagnóstico que propone una construcción de un nuevo aeropuerto como solución definitiva para el desarrollo del mismo a largo plazo.
El estudio que se hace se basa en el Plan Maestro del Aeropuerto Internacional de la Ciudad de México, realizado en 1970. Desde entonces se planteaba una aplicación al actual aeropuerto, sin embargo, dadas las condiciones actuales, en este estudio se concluye que la solución es la construcción de una nueva terminal aérea.

A continuación se menciona el papel de la ciudad y su importancia económica y social a nivel internacional y nacional.  En la tercera sección se describe el sistema de diseño de la ciudad de México, con tres ejes fundamentales: la oferta, la demanda y la cultura, se observa una desconexión entre la oferta y la demanda. La cuarta sección es un acercamiento para cuantificar al diseño usando de base indicadores económicos, basándose en datos oficiales de los censos económicos.  El quinto apartado describe algunos de los retos a los que se enfrenta el diseño en la actualidad. Y finalmente se presentan las conclusiones acerca de que el diseño está viviendo un momento importante y reflexiones prospectivas acerca del posible papel que puede desempeñar en el futuro de la ciudad.

In January 2013, a pack of stray dogs was accused with murder in one of Mexico City’s poorest and most populated boroughs. Images of the dogs, expert testimonies, and protests saturated the media. Eventually, the dogs were ambiguously exonerated. This event raises important questions that show the intricate ways in which human–dog relationships in Mexico have been historically constructed around notions of humanness, and informed by notions of class, race, and citizenship. I rely on the concept of “graduated humanness” to analyze the case of the “doglinquents” of Mexico City. I conclude that the concept of “graduated humanness” can illuminate how humans and animal rights are used contextually to “save” specific nonhuman beings while not addressing the larger structural conditions that frame the lives of humans and nonhumans.

Even though the legitimizing intents of both the modern penitentiary and the archive—the latter understood as the physical deposit of memory—are radically different, could the principles central to their founding discourses and eventual consequences be similar? Opened in 1900, Lecumberri Palace is, in the morphological sense, a modern penitentiary, the material result of an Occidentalization of dominant discourse. During its lifetime it has housed both types of institutions. It initially served as the Mexico City Penitentiary and is currently Mexico’s General National Archive (AGN, by its acronym in Spanish), both institutions perceived as attempts to Enlighten a Nation. Through the analysis of operations carried out in both facilities and with the help of Michel Foucault’s writings on discipline and domination, Jacques Derrida’s work on the concept of the archive, and existing historiography on Lecumberri Palace, this article proposes the possibility that both the archive and the penitentiary are doomed in as much as they both suffer the same ailment. Could Derrida’s Archive Fever also be rightfully called Penitentiary Fever?

La integración de la economía mexicana al capital global, proceso que inició a finales del siglo XX y que continúa en la actualidad, conllevó una transformación radical en la naturaleza y el comportamiento del espacio urbano, con particular énfasis en las grandes ciudades. Este fenómeno se manifiesta en actos de violencia física y simbólica contra los habitantes del territorio en disputa. El presente trabajo examina el caso particular de la colonia Granada o Nuevo Polanco, en la alcaldía Miguel Hidalgo de la Ciudad de México, sitio emblema de la nueva ciudad mexicana del siglo XXI.
