Though the FHIR spec indicates that support for conditional references is available "in a transaction (and only in a transaction)", a discussion on the FHIR Zulip chat shows that this restriction is not intended to be strict.
For convenience, the server will automatically resolve references of the form
ResourceType?searchparam=xyzto the reference string of the single matching resource, if one exists. If multiple matches or no matches are found, the operation will result in an errorResolves #4277
