Following the arrival of many asylum seekers in 2015-2016, the participation of asylum seekers and refugees in the labour market has become a major political concern. In Brussels, this issue is part of a context of structural unemployment affecting non-European populations in particular, and of an employment support policy which is opposed to targeted measures for refugees and asylum seekers. In order to address these challenges, organisations which work to promote the participation of refugees and asylum seekers in the labour market must innovate. This article focuses on four recent initiatives and how they fit into pre-existing institutional dynamics, in order to provide an analysis which complements the literature on the “Brussels institutional puzzle”.

S... more This article investigates the role of faith-based organisations (FBOs) in refugee resettlement. Scholarly work on the role of FBOs in refugee resettlement remains limited and mostly focuses on FBOs' involvement in the resettlement policies of major resettling states. In contrast, this article draws on an understanding of refugee resettlement as humanitarian governance. Accordingly, refugee resettlement is an instrument of both care and control encompassing the discourses and practices of numerous governmental, intergovernmental and non-state actors at multiple levels. Approaching refugee resettlement as humanitarian governance means to unpack its power dynamics from the global to the local level. This article shows how FBOs contribute to these power dynamics. Its new perspective on the multifaceted role of FBOs in refugee resettlement aims to advance our understanding of refugee resettlement, to expand scholarship on the role of FBOs in immigration and refugee policy and to contribute to current debates on religion, policy and politics.

This article contributes to literature assessing power dynamics in the emerging global migration ... more This article contributes to literature assessing power dynamics in the emerging global migration governance. Drawing on Barnett and Finnemore's analysis of bureaucratic culture in international organizations, it investigates inter-agency cooperation between the Office of the United Nations High Commissioner for Refugees and the International Labour Organization in the promotion of refugees' right to work in the last two decades. While the mandate and activities of both organizations appear to significantly intersect in the promotion of this right, practical constraints related to states' diverging interests, differences in institutional structure, and discursive ambivalence in the situation of the refugee worker limit coordination and effectiveness.

The recent parliamentary furore over boat arrivals could be taken as further evidence of irreconc... more The recent parliamentary furore over boat arrivals could be taken as further evidence of irreconcilable difference between the two main parties on how best to manage Australia's borders. The Prime Minister's and the Leader of the Opposition's condemnation of each other's policies on asylum seekers supports this reading. Yet despite the obvious differences in their respective 'solutions,' and despite the apparent lack of bipartisan goodwill, closer inspection suggests that the differences are more ones of form rather than substance. A bipartisan consensus does exist on the fundamentals of Australia's border protection regime. Its key tenets include the differential treatment of asylum seekers arriving by boat, the desirability of off-shore processing, and the necessity of mandatory detention. Of these three pillars of the bipartisan consensus, it is mandatory detention that has the deepest roots, chronologically and ideologically, and that is most obdurately embraced by the leaderships of both Labor and the Coalition.

Mais l’immigration n’est pas un thème dominant de la campagne électorale fédérale de 2021, ni une préoccupation de l’électorat, au contraire de l’environnement, de l’économie et de la gestion de la pandémie.
Cependant, les prises de position électorales sur l’immigration sont importantes. Plus d’un Canadien sur cinq est né à l’étranger. La pandémie de Covid-19 a mis en avant l’impact de la fermeture des frontières sur la société et l’économie canadienne.
The Australian and Canadian experiences show that refugee resettlement is strengthened by inclusive politics and civil society involvement in resettlement policies. Still, resettlement remains a marginal contribution to international protection.
Hence, the contribution recommends that the EU strongly support inclusive resettlement politics and policies while strengthening access to asylum, which should remain the main instrument of humanitarian protection in the EU.
