Preferably, both the water inlet 302 and the water outlet 303 are located below the housing. When the shielding cover 3 is close to the electrode 14, the cooling of the shell can be realized, and the workers are prevented from being scalded. In order to facilitate the collection of the steel slag cleaned from the inner side of the water-cooled furnace cover 13, the device also comprises an annular guide rail 15 and a rolling trolley 17; the annular guide rail 15 is arranged adjacent to the shielding cover 3 and is positioned below the shielding cover 3; the annular guide rail 15 is connected with the shielding cover 3 through a connecting block 16; the annular guide rail 15 is arranged along the outer periphery of the shielding cover 3; the rollers of the rolling trolley 17 are in rolling fit with the annular guide rail 15; the roller seat of the rolling trolley 17 is connected with a barrel 18, and an opening of the barrel 18 is upward and positioned at the outer side of the shielding cover 3. The rolling trolley 17 is of a structure in the prior art, and rollers of the rolling trolley 17 are arranged on roller seats through rotating shafts. The barrel 18 with the upward opening is connected with the roller seat for installation. The roller seat is preferably of a U-shaped structure. The barrel 18 is positioned between the shielding cover 3 and the construction platform 2, and the barrel 18 can move around the periphery of the shielding cover 3 through the cooperation of the rolling trolley 17 and the annular guide rail 15.
