Follow up to #2420, which let the tests run, but didn't actually install anndata-dev. Current version was quoted due to my error in reading a
pre-commitcomplaint about yaml syntax. Tbf, yaml syntax is complicated, and the pre-commit check gives bad error messages.Additionally apply other fixes from yesterdays bug fix release to main branch
