Move common parts of Makefile to Makefile.Common. Opportunistically add a Makefile to sapmreceiver and fix two staticcheck issues. Fix open-telemetry#36

We only need the unified docker-otelsvc. Having docker-collector in the makefile is misleading and unnecessary. Issue: open-telemetry/opentelemetry-collector#48
