When a user tries to send a survey to members, the dialog only shows the current members who have not taken the survey yet. If all active members have taken the survey, maybe show some kinds of indications stating that "All Active Members Have Taken the Survey". Otherwise, the blank dialog may be confusing.

I think broader No members available as the message would do it since the dialog is not limited to surveys.
