This PR restores the set up script for Node.js compat test cases.
./tools/node_compat/setup.tsdownloads Node.js source tarball, and copies the test cases from it tocli/tests/node_compat/testaccording to the settings incli/tests/node_compat/config.json.This change also removes the disabled Node compat test cases (ones with
TODO:prefixed innode_compat/config.json, which are already skipped in testing)
