- Run admin sdk in jsdom environment to unify backend and frontend integration tests - Track cosponsor count, latest testminoy, and testimony count
updates useBills to return the whole bill document, not just the scraped content, to include related fields like testimonyCount and hearing dates.

Accidentally renamed it in the type, might as well migrate the documents for consistency with other timestamp fields.

Update
useBillsand backend functions to support sorting, filtering, and paginating the list of bills. This does not connect the UI to the hook.
