upgrade CNI NIMS from 1.0 to 1.1. NIMS 1.1 uses some 2.0 back end with the 1.0 front end.

  • adds upload route to turbo gears app
  • updates to sorter, scheduler and processor to handle datasets in tgz
  • dataset parsing is handled by @scitran/nimsdata
  • updates db model to store info relevant to muxepi aux file identification
