Resuming a node with a global parameter using 'node set' API or CLI does not update global parameter

Summary

This issue concerns suspend nodes that have a output parameter that is meant to update a global (ie an output parameter with 'globalName' set).

If the workflow is suspended on one of these nodes, and a 'node set' request is received (either via API or CLI) with an update to the output parameter, then the global parameter should be updated.

Currently the global parameter is not updated.
