As per our desire to get 2.2.0 out as soon as possible, this commit reverts addition of bcrypt functionality, originally contributed in #1212, and the subsequent related PRs #1231 and #1258.
I will +1 bringing this back into CouchDB after the 2.2.0 release, once the issues described in #1455 can be addressed.
I have +1s from @rnewson and @janl to do this, so as long as the build passes, I will merge this PR.
