How the cutoff of Coulomb interactions shall be handled in periodic systems. Currently, the Ewald method in Caracal is still under development, therefore, only the Zahn smooth cutoff method can be used.

The corresponding cutoff radius is set with coul_cutoff.

Needs to be used in the nvt or the npt section.
