update to external_ic::remap_scale to skip remapping non-existent IC tracers #159

Description

Fix to cycle the tracer remap loop in external_ic for tracers that do not appear in the ICs (denoted by an initial value of -999.99).

Fixes # (issue)
This fixes an issue created by PR #147 (see discussion near end)

How Has This Been Tested?

This has been tested on gaea in the ufs-weather-model after making appropriate changes to the field_table (defining initial tracer profiles).

Is the code update tested with ufs-weather-model? Do we need any update in the field_tables?

@junwang-noaa @XiaqiongZhou-NOAA - as mentioned in the PR, I've tested everything in my own frankenbranches and it reproduces on gaea. I will be working today on merging the ufs-weather-model branch you pointed me to into mine and getting the field tables I was using in place. Once that is done and tested, I'll work with Kate to include it all in her WAM updates. That will allow us to get the needed bugfixes for nesting and whatnot in along with her WAM updates as nothing should be changing answers.

@bensonr Since your UFS branch will update field_tables and RT tests, can we make a separate PR just to fix the field_table issue? Then in Kate's PR, she will sync with these code changes, create WAM baseline and then run full RT test.

@junwang-noaa - just to be I understand, you want only the field_table changes in (ufs-weather-model)[https://github.com/ufs-community/ufs-weather-model]. Or are you expecting the field_table changes plus the latest dev/emc hash?
