The All-American Council is the highest legislative and administrative authority within the Church. The Council brings together the various elements of the Church to bear witness to her identity, unity, and mission.
The permanent executive body of the Church Administration which exists for the purpose of implementing the decisions of the All-American Council and continuing its work between sessions.

The Orthodox Church in America’s departments provide a wealth of ministry resources. In an effort to expand the Church’s efforts in essential areas of Church life, the departments produce appropriate materials, offer a wide variety of seminars and workshops, and serve as a clearing house for the implementation of new ministries and the expansion of those already in existence.
The boards and commissions of The Orthodox Church in America are responsible for a more diverse set of issues and concerns facing the Church. For example, the Pension Board oversees the administration and growth of the pension plan for the Church’s clergy and full-time Church workers.
