Summary of previous deliberations:
Twenty-third session of the Committee – paragraph number – X.14.
New information: No official confirmation has been received from the Albanian authorities about the inclusion of a small area on the coast in the protected area in order to prevent tourism development taking place. Therefore, the extension of the site, conditionally approved by the Committee at its twenty-third session, has not yet taken effect.
As to the emergency assistance, an amount of US$ 46,200 had already been committed at the time of the twenty-third session of the Committee. Additional proposals from the Albanian authorities for an amount of US$ 40,800 have been accepted by the Chairperson for activities in the field of information and awareness building, coordination with regional and national planning authorities and improved security of the site.
Action Required
The Bureau urges the Albanian authorities to take the necessary measures for the inclusion of the area in the zone of the proposed enlargement of the site. It requests the authorities to submit by 15 Spetember 2000 a report on this matter as well as on the implementation of the recommendations made by the UNESCO-ICOMOS-Butrint Foundation mission in 1997. The Bureau recommends that the Committee retain this site in the List of World Heritage in Danger.
Conservation issues presented to the World Heritage Committee in 2000
The Bureau at its twenty-fourth ordinary session in June/July 2000, requested the authorities to submit by 15 September 2000 a report on the implementation of the recommendations made by the UNESCO-ICOMOS-Butrint Foundation mission in 1997. To date, the requested report has not been received by the Centre.

Butrint (Albania)
The Secretariat informed the Bureau that it had received on 29 May 2000 a communication from the Minister of Culture of Albania confirming that the area along the coast about which the World Heritage Committee expressed concern at its twenty-third session, would not be developed and would be included in the protected area that was subject of the request for extension of the site. A map was submitted to this effect.
The Bureau congratulated the Government of Albania for the positive response to the Committee’s recommendation that a part of the area along the coast be included in the World Heritage site. The Bureau noted that with this communication, the extension of the site as decided upon by the Committee at its twenty-third session would take effect immediately.
It requested the authorities to submit by 15 Spetember 2000 a report on the implementation of the recommendations made by the UNESCO-ICOMOS-Butrint Foundation mission in 1997. The Bureau recommended that the Committee retain this site in the List of World Heritage in Danger.

The Committee recalled that in October 1997, a joint UNESCO-ICOMOS-Butrint Foundation mission was undertaken to assess the damages caused to the site by civil unrest earlier that year. US$ 100,000 was made available as emergency assistance in 1997 to implement activities identified in the Programme of Corrective Actions, but to date, no report has been received on its implementation.
The Committee reiterated its request to the State Party to submit a progress report by 15 April 2001 on the implementation of recommendations of the 1997 UNESCO-ICOMOS-Butrint Foundation Joint Mission, to enable the Bureau to examine this case at its twenty-fifth session.
Noting the apparent difficulties in the implementation of the Programme of Corrective Actions, including those financed under the World Heritage Fund's Emergency Assistance, the Committee requested the Albanian authorities concerned to establish the administrative procedures necessary to enable the implementation of the Programme.
The Committee requested UNESCO and ICOMOS to undertake a joint mission in early-2001 for an assessment of the current situation and to report to the twenty-fifth session of the Bureau.
The Committee may wish to review new information that may be available at the time of its session and take necessary decisions and recommend appropriate actions for the consideration of the State Party, advisory bodies and the Centre.
