Today, suburbs and urban fringes are pivotal places for understanding contemporary urban transfor... more Today, suburbs and urban fringes are pivotal places for understanding contemporary urban transformations because the majority of the world's urban population live in suburbs. Suburbanization (i.e. the process of combining the noncentric population, economic growth, and spatial expansion) and suburbanisms (suburban ways of living) are key concepts for observing these transformations, framed under the umbrella of the post-suburban theoretical framework. This paper relies on a post-suburban standpoint as it enables the complexity of the diverse transformations at the urban edges to be addressed. On such basis, this paper discusses the outcomes of a qualitative case study conducted on the most recently built neighbourhood of Fiano Romano, a suburb of Rome that has faced a number of socio-spatial transformations over the past two decades. The study illustrates the diverse complexities related to the provision of welfare services and public amenities such as water and social infrastructures. In so doing, the article unfolds the shape of a 'new suburbia' characterized by emerging socio-spatial changes that lie in processes of peripheralization, which characterize many contemporary post-Fordist suburban areas, especially at the present time of the coronavirus crisis. The article points out the centrality of suburban ways of living in studying issues involving both spatial planning and governance of welfare. Furthermore, the article highlights the idea that new inequalities and deprivations are taking place in diverse suburban areas, and that such aspects deserve further governance agendas able to meet the suburban social demands that differ from traditional urban vulnerabilities.

The paper bridges two themes of the contemporary 'suburban century': the intensified global migration flows and the peripheral condition of suburbs worldwide; the work refers to the Municipality of Pioltello, a multiethnic suburban area in Milan's region. This double-sided perspective reveals governance dynamics, here discussed through the concept of 'welfare offloading'. In the observed neighborhood, governmental complexities disclose profound interdependencies with the region's urban core and across municipalities; welfare tensions are 'offloaded' from the central core to peripheral regions.

Con questo obiettivo l’articolo fornisce un quadro interpretativo utile a comprendere l’impatto sull’economia urbana con particolare riferimento all’Italia e Milano, osservando l’emersione della prospettiva di prossimità nel dibattito per riorganizzare le città in seguito alla crisi sanitaria indotta dalla pandemia. Su questa base concettuale, nell’articolo vengono discussi alcuni esempi per un’agenda di sviluppo urbano di prossimità, con un quadro conclusivo di policy recommendations relative all’implementazione di queste politiche.

This paper aims to describe the impact of the COVID-19 pandemic on the socioeconomic structure of... more This paper aims to describe the impact of the COVID-19 pandemic on the socioeconomic structure of cities, and discuss the possible responses of a place-based agenda of urban policies built around the concept of "proximity economy". With this objective, the present work provides an interpretative framework for understanding the impact on urban economy with respect to Milan and Italy, by observing the emergence of the perspective of proximity in the debate to respond to the healthcare crisis due to the current pandemic. On this conceptual basis, the paper suggests measures and gives examples for implementing a proximity-based urban development agenda, concluding with a final framework of policy recommendations relating to the implementation of these policies.

In so doing, the paper undertakes an overview of the Italian urban transformations from the II postwar onwards, by also discussing three pivotal national researches, towards the definition of an analytical perimeter able to unfold novel perspectives to study the contemporary urban Italy. The ultimate goal is to trigger novel approaches in the study of Italian landscape and urban areas. La configurazione del dibattito post-suburbano in Italia Il contributo propone una concettualizzazione analitica del "post suburbano" in Italia, costruita attraverso una descrizione dei processi evolutivi dell'urbanizza-zione in Italia dal II dopoguerra, ed una successiva discussione di tre rilevanti ricerche nazionali, con il fine di individuare un perimetro analitico capace di offrire nuovi approcci di studio alle questioni urbane, verso una comprensione più profonda dei processi di sub-urbanizzazione e di trasformazione dei contesti urbani italiani.

Most of the different conceptualizations share the key feature of polycen- tricity. Besides, several theories today enrich the study of urban transformations. Introduced by a brief overview of polycentrism, the paper advances a reflection on Milan urban region to discuss features and functions of polycentrism, by questioning whether the shift from monocentric to polycentric patterns is capable of obser- ving the contemporary complexities of urbanization. On such basis, the paper stresses how processes of densification, complexification and diversification of the urban in-between, resulting from multi- scale and multi-topological rationales, can be construed in a perspective of “polycentric post-suburbanization”. The ultimate aim of the paper is to bridge the knowledge gap between poly- centrism and contemporary urbanization.

This article grounds its reflection in the field of residential segregation, providing an investi... more This article grounds its reflection in the field of residential segregation, providing an investigation on how it is shaped and distributed in Vienna, considered by many 'city rankings' as one of the most 'liveable' not only in Europe, but also worldwide. This paper aims to analyse the patterns of spatial localisation and residential segregation of the two main immigrant populations in the Vienna Municipality: those from countries of former Yugoslavia and Turkey. The paper starts off by charting a historical overview of housing regimes, social mix policies and anti-segregation strategies. It then provides a contemporary spatial analysis focused on the years 2010 and 2015. The main outcomes enhance both the successful development and the effectiveness of social mix policies in the city of Vienna, using the two groups as proxies of evaluation. Finally, some further comparative research perspectives are added as conclusive comments. Segregazione residenziale e politiche abitative a Vienna Questo contributo analizza il fenomeno della 'segregazione residenziale' nella città di Vienna, considerata da molte classifiche come una delle città più vivibili d'Europa e del mondo. L'articolo intende analizzare i modelli di localizzazione spaziale e segregazione residenziale delle due più grandi comunità straniere della città: le popolazioni provenienti dall'ex-Jugoslavia e dalla Turchia. L'analisi è introdotta da un excursus sulle politiche abitative, di mix sociale e di contrasto alla segregazione etnica. Il contributo fornisce un'analisi spaziale considerando gli anni 2010 e 2015. I principali risultati sottolineano lo sviluppo positivo e l'efficacia delle politiche di mix sociale promosse dalla città di Vienna, in base alle investigazioni svolte sui due gruppi etnici di riferimento. Infine, nelle conclusioni si accenna a ulteriori prospettive di ricerca in ottica comparata.

Traditionally a metaphor of escape, the global suburb has become the epicentre of zoonotic transmission, infection through travel, and community spread. Against this background, we point out that where the virus is, you find the peripheral, in the city and in society. In this reflection, we sketch the challenges and potentialities of the landscape of care in the urban periphery in Toronto, Canada and Milan/Lombardy, Italy during the ongoing COVID-19 pandemic. Moving forward, we need to ask multi-scalar, cross-disciplinary questions and focus on inequities in our social and spatial peripheries.

In the contemporary local welfare framework, pathways of integration among different policy fields have been promoted and encouraged to address societal changes, particularly in more deprived urban areas. This paper reflects on the interplay between urban regeneration and welfare policies, dealing with the territorialisation of social policies as a key approach to establishing a local welfare framework for tackling the revitalisation of vulnerable urban areas. The paper presents a qualitative analysis of a local welfare experiment in the north-eastern Italian city of Trieste called the Microareas Programme, which aims to implement policy integration between social services and healthcare in fragile public housing. The paper highlights how social policies based on the welfare service provision of a local area can initiate a process of urban regeneration, even if it is not fully achieved. The aim of the paper is to foster a debate on the integration between welfare and urban policies in the context of regenerating fragile urban areas.

Over the last two decades, suburban studies have emerged from a call for a new conceptual order t... more Over the last two decades, suburban studies have emerged from a call for a new conceptual order to go beyond the traditional dichotomies of the urban realm, namely, the centre-periphery division. Such an approach distinguishes the city and suburbs as two separate entities, which hampers a better understanding of urbanization overall. Previously, studies of suburban areas have been interested in urban growth and regional development, albeit peripheral to the core themes of the research field. Yet a continuity of studies focusing on suburbs is appearing, and a proliferation of concepts has been produced to describe the diverse suburban forms according to specific features. Furthermore, suburbanization has now assumed a global dimension, as demonstrated by several recent studies and different new urban theories including "post-metropolis," "planetary urbanization," and "polycentric metropolis." This article aims at pursuing a "suburban debate" by providing an overview of the current state of research while pointing out the main frictions and unsolved issues of this proliferating discussion. First, conceptual frictions that travel worldwide are addressed and discussed. Then, contemporary issues and challenges regarding the governance of areas at the "urban edges" are highlighted as fundamental aspects to cope with while observing the socio-spatial and socioeconomic polar-izations that are occurring in the constant (sub)urban expansion , as recently addressed by several scholars.

At a time when the seek for a broader understanding of contemporary suburbs is finding a reasonab... more At a time when the seek for a broader understanding of contemporary suburbs is finding a reasonable global consideration, a specific attention to the suburbanisms, i.e. suburban ways of living, is still a slightly unexplored issue in the governance agenda. Despite the significance of insightful researches, studies and theories of Italian urbanization, Italian suburbs look wedged between urban and rural agendas, without finding a reasonable framework on which to build further strategies aimed at tackling the increasing socio-spatial inequalities that are unevenly shaping Italian in-between urban edges. According to these viewpoints, the paper employs a theoretical discussion of the marginal condition experienced by Italian suburbs, framing such marginality in few steps. First, the paper runs into the complexities of "suburban Italy" in a post-suburban framework. Second, moving from these first insights, the existence of Italian suburbs is questioned in analytical terms. Third, the paper set out the conditions from which to observe the lack of strategies for the Italian urban edges, entrenched between rural and urban agenda. To conclude, a body of final remarks for further studies is introduced towards an operational setting of suburban studies with reference to Italy.

Social-innovation based territorial development approaches can be considered as the key to sustain bottom-up dynamics in setting problems, experiment projects and systematize solutions to complex social issues. The paper aims to discuss theoretical visions and practical examples on how social innovation-based methodologies are able to promote territorial development processes, highlighting limits and opportunities of fostering these processes in marginal territorial settings.

Da circa un decennio il Laboratorio promuove la ricerca e il dibattito su questioni concernenti le trasformazioni delle istituzioni e dell'ordine normativo: sulle politiche pubbliche, sulle forme e tecnologie di governo, sulla partecipazione sociale e politica, sulle innovazioni sociali, sulle basi informative delle decisioni, sugli spazi e sulla loro qualità sociale, guardando soprattutto alle riorganizzazioni del welfare e alla città. Il filo rosso è la necessità di riconoscere l'importanza della dimensione cognitiva dei processi istituenti. Qui è in gioco infatti non solo la possibilità di comprendere l'azione pubblica, confrontandosi con il suo incerto presente e ancor più incerto futuro, ma anche la possibilità di pensare ad altre e differenti prospettive.

This review grounds its reflection in the study of metropolitan areas in the 21st century by disc... more This review grounds its reflection in the study of metropolitan areas in the 21st century by discussing and bridging the analytical differences between two recent contributions: a book edited by Jill Simone Gross, Enrico Gualini and Lin Ye on the one hand, and a report produced by a collective endeavour among Inter-American Development Bank, UN-Habitat and Development Bank of Latin America coordinated by David Gomez-Àlvarez who also co-edited the report together with Robin Rajack, Eduardo Lòpez-Moreno and Gabriel Lan- franchi. The two manuscripts address the key role played by metropolitan areas (or regions), whether they are core points of the global cities’ network, central urban areas of their country, or pivotal na- tional places for both international and local devel- opment. The editors undertake two different ap- proaches in viewing the metropolitan spaces and scales worldwide. On the one hand, Gross, Gualini and Ye tackle the fuzzy nature of metropolitan spaces as political actors and policy objects, even in view of the social construction of the scale lying behind the metropolitan rationale. Steering the me- tropolis discusses instead the importance of pursu- ing the already legitimized centrality of metropoli- tan areas for the contemporary development of urban areas, as well as to draw further governance challenges. Common to both volumes is the effort to shed light on the centrality gained by metropoli- tan areas since the second half of the previous cen- tury and in particular in the first decade of 2000s, as a result of the state rescaling began in Western countries (Brenner, 2003).

Combined in such a way, these two statements tell us little, and they appear to be separate and without any relation. This article aims at building the analytical and research interplays between these two topics. In so doing, the article addresses the governance and planning of local welfare services in suburbs, entwined with the post-suburban theoretical frame. By identifying the issues at stake—that is, the governance of welfare and services—the analysis investigates the uneven socio-spatial polarizations that are currently emerging in metropolitan areas. Il contributo riassume i contenuti del seminario " Effetto città. Riflessioni dall'area metropolitana di Roma " , organizzato da Lorenzo De Vidovich con Nicola Vazzoler, che ha presentato e discusso il " Monitoraggio delle forme periferiche dell'area metropolitana di Roma " , ricerca del DGAAP del MiBAC, sviluppata dal gruppo di ricerca GU|Generazione Urbana e finalizzata alla raccolta sistematica di informazioni sulle periferie, con l'obiettivo di fornire materiali di ricerca per possibili progettazioni e percorsi di rigenerazione. L'articolo riassume i principali contenuti della ricerca, corredati da una nota a margine di Lorenzo De Vidovich su due specifici comuni del periurbano romano. In seguito, impreziosito dagli interventi dei quattro ospiti, il contributo individua tre temi centrali per la governabilità delle aree metropolitane, discussi a partire da uno sguardo sull'area romana: governabilità, intensità e infrastrutture.

This brief article resumes the main contents of the seminar " Effetto città. Riflessioni dall'area metropolitana di Roma " , organized by Lorenzo De Vidovich and Nicola Vazzoler, who presented and discussed the ministerial research " Monitoraggio delle forme periferiche dell'area metropolitana di Roma " , carried out by GU|Generazione Urbana, and aimed at collecting useful information regarding peripheries for further explorations, projects or regeneration programmes. The report is therefore a potential resource for local administrations in coping with territorial fragilities and social exclusion. The article summarizes the contents of this research, supplemented by a brief focus on two specific peri-urban municipalities, presented by Lorenzo De Vidovich. Subsequently, the contribution identifies three main issues for the governance of metropolitan areas, moving from the discussion on the Rome area enriched by four guest speakers: governability, intensity and infrastructure.
The Programme acts through a territorialisation process of health and social services on one hand (territory as a setting of services), and the promotion of citizens’ initiatives in a capability perspective, on the other hand. Three main devices of local intervention are made up: the Headquarter of microarea, the Contact Person of microarea and the meetings for coordination and discussion.
The Programme has a twofold objective: first, it aims to develop an approach more narrowed on the most problematic contexts of life, to redefine and increase the informational basis on one hand, and to restructure the health expenditure increasing its appropriateness, on the other hand. Second, the Programme looks at the transformation of local contexts into a “lab” for the integration between policy “for places” and policy “for people”, dealing with the most problematic issues of deprived urban areas.
This trial enhances a convergence between “bottom up” social innovation and institutional innovation. This synergy provides some suggestions to address that risk where the presence of the first kind of innovation justifies a lack of attention on the institutional side. Then, the Programme purposes pathways for policy integration in a collaborative perspective and it suggests an inclusion of health resources within the city government, in order to increase the efficacy and the social inclusion capability of welfare systems in the light of multilevel governance, with a particular focus on the micro scale.
Negli assetti e nelle politiche focalizzate sul welfare locale assumono importanza visioni del mondo, principi, criteri di giudizio e, soprattutto, percorsi di partecipazione e attivazione dei cittadini. Quest’ultimo aspetto è l’elemento chiave del presente elaborato, che intende approfondire le prospettive del welfare locale (Bifulco, 2015) analizzandone due chiavi analitiche: l’approccio delle capacità (Sen, 1992), focalizzato su empowerment e voice degli individui, e la territorializzazione delle politiche, orientata al rafforzamento dei contesti locali, con una particolare attenzione ai quartieri in crisi e all’attivazione dei loro abitanti (Bricocoli, 2007; Bifulco, Bricocoli, Monteleone, 2007).
Prendendo in considerazione la logica progettuale tratta dall’approccio del governo con gli strumenti (Lascoumes, Le Galès, 2009), l’elaborato intende studiare i percorsi di welfare locale tra partecipazione, attivazione, voice e territorio, proponendo i risultati di due studi di caso, svolti nel 2015 con due fieldwork di ricerca di stampo qualitativo dove l’intervista discorsiva è stata la tecnica di ricerca principale. Il primo studio di caso riassume due progetti sviluppati a Napoli, nei Quartieri Spagnoli: Enzimi-Trespassing, per la capability for voice di giovani NEET, e URBAN, programma europeo per la rigenerazione di aree urbane in crisi. Il secondo caso studio analizza il Programma Microaree a Trieste, sviluppato dall’Azienda Sanitaria assieme a Comune e Azienda per l’edilizia pubblica, con l’obiettivo di costruire politiche socio-sanitarie in quartieri marginali della città, raccogliendo dal passato l’eredità basagliana, e attingendo nel presente dalla chiave analitica della territorializzazione, concentrandosi quindi sull’attivazione, l’agency e la partecipazione dei cittadini nelle questioni socio-sanitarie che li riguardano in prima persona. Le buone pratiche e i dispositivi più efficaci tratti dai due studi di caso, definiscono gli elementi della progettazione di politiche sociali che pongono l’accento su partecipazione, attivazione e voice nei sistemi locali di welfare.

L’elaborato intende analizzare il tema della rigenerazione urbana con un approccio che rivolge lo sguardo ai bisogni dei cittadini, seguendo percorsi di capability-building (Sen, 1992) degli abitanti, secondo una governance orientata alla territorializzazione delle politiche sociali. Per individuare sinergie e intrecci tra la rigenerazione e l’approccio delle capacità, il paper illustra alcuni punti di forza del Programma Microaree, nato a Trieste nel 2005 all’interno di un framework di politiche socio-sanitarie, grazie all’intesa tra Azienda Sanitaria, Comune e Azienda per l’edilizia pubblica (Ater). La governance inter-istituzionale si prefigge gli obiettivi dello sviluppo di comunità e della produzione di salute in quartieri con forte prevalenza di edifici ERP, contraddistinti da una forte esclusione sociale e da differenti problematiche connesse alla salute degli abitanti. In quest’ottica, il Programma sviluppa approcci integrati che agiscono sia sui luoghi sia sulle persone, costruendo percorsi di rigenerazione dei contesti locali attraverso un policy- making di tipo socio-sanitario. L’elaborato sonda il terreno per un intreccio fra questa prospettiva e le politiche di rigenerazione urbana, proponendo una riflessione sui dispositivi in grado di calibrare l’attenzione delle politiche urbane sui percorsi di promozione delle capabilities degli abitanti.
The paper aims to discuss the main strengths of this perspective analysing the peculiarities of an European Programme developed during the ‘90s in a deprived urban area of Naples: Quartieri Spagnoli. The case takes into account the implementation of URBAN Programme (1st edition, 1996-2000) for the urban renewal of Quartieri Spagnoli, showing with an ex-post qualitative analysis, how the Programme did not generated the expected results, related to social inclusion and social cohesion. The only urban regeneration process that took place was the one of Objective n. 1, aimed to the renewal of the typical handcraft activities of the area (such as carpentry, leather shops, hairdressing…). The other fourth Objectives, even the one dedicated to the architectural renewal of two open spaces, have proved ineffective. Only one out of five Objectives worked, thanks to the important role of a non-profit organisation in the governance of the 1st Objective. This association, called Associazione Quartieri Spagnoli (QSA), provides street-level welfare services to the inhabitants of the neighbourhood since the ‘70s, with a particular attention to the NEET. During the URBAN implementation, QSA had an important role in the 1st Objective, working for the inclusion of artisans and citizens’ voices in the policy-making dedicated to the renovation of their activities. The approach of QSA was strongly based on the capability-building (Sen, 1992) processes, and it shows how the urban regeneration of a neighbourhood can takes place if related to the possible development of its local welfare system. This process can be inscribed in the territorialisation of social policies perspective, that is a key concept of the local welfare approach. The paper grounds its reflection in the social aspects of urban regeneration with a case study that underlines the importance of the local scale of urban regeneration, for the well-being of a deprived urban area.
Yannis Tzaninis employs the Apollonian-Dionysian duality on social space: ‘Apollonian’ attempts to socially engineer space through planning vs ‘Dionysian’ every-day, social action, unpredictable and ‘messy’. He explores these tensions through a unique case of modernist sub/urbanism: Almere, a 1970s Dutch New Town, highly planned as a “decentralized utopia”. In this lecture, Yannis illustrates that planning space and everyday life are not only temporally and context bound, but also affected by exogenous processes, and they ultimately challenge the attempts of (utopian) social engineering and urban planning.
La ricerca, che ha avuto quindi l’obiettivo di allargare e diffondere la conoscenza del territorio sui temi che riguardano le periferie e la loro vivibilità, ha esaminato e quantificato le dotazioni a disposizione in ambito culturale, sociale, sanitario e commerciale della città metropolitana di Roma. Alla presentazione della ricerca seguirà una discussione nelle forme di una tavola rotonda.
