The stress alleviating layer 5 is formed by impregnating synthetic resin in the layer 4 and cured. The ground insulator 6 is cast by a cast molding material. Even though cracks occur in the stress alleviating layer 5 due to the increase in temperature of the winding 3 during the operation, the layer 5 is not crumbled owing to the presence of the glass fiber layer 4. The stress is alleviated by the stress alleviating layer 5, and the cracks do not spread to the ground insulator 6.
