CONSTITUTION: In a BWR electric power plant, etc., steam generated at a reactor 1 passes through a main steam stop valve 2, a high pressure turbing 4, an intermediate steam stop valve 5 and a low pressure turbine 7 and reaches a condenser 8, but the steam is introduced into the condenser 8 through a by-pass system containing a by-pass valve 9 when valves 2, 5 are closed by turbine trip, etc. In this case, a by-pass valve control circuit 33 is arranged in such a manner that the circuit 33 is provided with an interlock circuit that the deviation signals of an addition point 35 are monitored by means of a voltage comparator 42, a quick-opening magnet valve 43 is operated when deviation in the opening direction is large, an oil pressure cylinder 40 is worked by means of a damp valve 44, and a by-pass valve 41 (9) is rapidly opened while said quick-opening magnet valve can be excited even when a power source is exhausted.
