An additional modality includes the concept of early signaling from the mobile station (116, 118). The mobile station requires a code channel for signaling data, which is optionally followed by a request for a code channel for traffic data. This allows the mobile station (116, 118) to have the F-DCCH on smooth transfer before having the F-DTCH (exclusive traffic sending channel) on smooth transfer without requiring the base station (112, 114) to skip any their procedures.
