The signaling capacity between a terminal device's home commu nication network (home network) and a network element in a serving communication network (serving network) is calculated in accordance with the traffic model which is used during nor mal network operations. However, in some situations there is a need for more signaling capacity, for example during the re covery of a network element in a serving network, because the network element in the serving network must interrogate the user profile data (subscriber profile data) on a network ele ment in the terminal device's home network. Recovery of the network element in a serving network is necessary when user data is lost. This can be the case in the event, for example, of a software upgrade, recovery, in the event of software er rors, hardware errors, amendments or during the importation of software corrections (patches), as applicable. If a terminal device is located in the coverage area of such a network ele ment in the serving network, the terminal device must re register itself in order to be able to make use of services (voice services, multi-media services, messaging services, at tendance registration services etc.). Due to the severely restricted signaling capacity of a network element in the home network, a recovery procedure can take several hours. During this time, for example, neither mobile originating nor mobile terminating services are possible on the serving GPRS support node (SGSN), unless the terminal de vice has re-registered itself. The long running time for a re- PCT/EP2004/014695 / 2004P21549WOZA 2 covery procedure also causes an unequally high signaling load on the access network (Radio Access Network), because the ter minal device submits re-registration requests to a network element in the serving network at regular time intervals. This continues until the terminal device has success in its re quests, and is able to re-register itself. The terminal device thereby causes a substantial overload on the communication network, which also has a detrimental effect on the use of those services for which the terminal device has already been able to re-register itself. The setting up of additional network resources to cope with such overload situations implies additional costs, because the resources would only be used when an overload situation aris es. Apart from which, the setting up of additional network re sources would not be a suitable means of reducing the signal ing load on the access network. Currently, the handling of the signaling load is regulated in the specifications: 3GPP TS 24.008 V6.5.0 (2004-06) (3rd Generation Partnership Project; Technical Specification Group Core Network; Mobile radio interface Layer 3 specification; Core network protocols; Stage 3 (Release 6), and 3GPP TS 29.002 V6.5.0 (2004-03) ( 3 rd Generation Partnership Project; Technical Specification Group Core Network; Mobile Application Part (MAP) specification; (Release 6). By these, the signaling load between network elements in the home network and in the serving network are monitored, and appropriate throttle mecha nisms are implemented to preclude the loss of signaling mes sages. The signaling load consists, at least in part, of mo bility management messages. Mobility management consists at least in part of the management of the current location data (location management) and of the service profile data (service profile management) for a terminal device or the user of a terminal device, as applicable.
PCT/EP2004/014695 / 2004P21549WOZA 3 Location Management: for mobile terminating services, a net work element in a communication network must know the current location or registration point of the user of a terminal de vice. For this purpose, the home network manages the location data for a network element in a serving network. In turn, the network element in a serving network manages the location data for the terminal device. Service Profile Management: for mobile originating services, the network element in the serving network must know the cur rent user service profile. For this reason, the terminal de vice's home network informs the network element in the serving network, and sends current service profile data. The management and sending of these items of data are effected using various mobility management protocol messages or signal ing messages, as appropriate. An overload indication directed at the access network (radio access network) would also not be a suitable means for reduc ing the re-registration requests from the terminal device. The discarding of re-registration requests in the access network is thus not a suitable way of ensuring that services are reachable within an acceptable time interval following a data loss due to an overload which originates from the terminal de vice's re-registration requests, submitted at regular inter vals of time. The object of the invention should be seen as to propose an efficient and cost-effective possibility for minimizing the signaling load in a communication network. This object is achieved in accordance with the invention by the subjects of the independent claims. Developments of the invention are specified in the sub-claims.
PCT/EP2004/014695 / 2004P21549WOZA 4 One core aspect of the invention should be seen as being that in the case of a request for a procedure, for example a loca tion update procedure (RAU Request (Routing Area Update) at the SGSN (Serving GPRS Support Node) and an LUP Request (Loca tion Update Request) at the MSC (Mobile Switching Center), a connection procedure (ATTACH), a re-registration procedure, etc., made by a terminal device to a network element in a serving network, for example a switching unit, a serving GPRS support node etc., the network element in the serving network requests at least one item of service profile data from a net work element in the terminal device's home network, for exam ple a home location register (HLR), an authentication center (AuC) etc. In accordance with the invention, the one or more items of service profile data could also be requested from a network element in another serving network, for example from the switching unit or the serving GPRS support node, as appli cable, at which the terminal device was previously registered. If the one or more item(s) of service profile data is either not received or only partially, for example due to an overload situation in the communication network, the network element in the serving network sends to the terminal device at least one signaling message which has the effect that the terminal de vice will submit to the network element in the serving network no further signaling messages for the requested procedure. The terminal device has the impression that the request for a pro cedure was accepted by the network element in the serving net work, so that no further requests for this procedure are nec essary. The method in accordance with the invention is inde pendent of the nature of the signaling message. It is thus possible to conceive the use of the SIP protocol, of H.323 or other signaling protocols for a communication network. The communication network can in accordance with the invention be a cellular mobile radiocommunication network, an IP network or a similar communication network. The terminal device can be a mobile radiocommunication terminal device, a mobile computer, a mobile organizer, a computer or a similar terminal device.
PCT/EP2004/014695 / 2004P21549WOZA 5 The invention also has regard for the decoupling of the mobil ity management procedures, between the terminal device and the network element in a serving communication network, from the mobility management procedures between the network element in a serving network and a network element in the home network. In a further embodiment of the invention, the network element in the serving network can, for example during the registra tion of a terminal device in overload situations, regardless of the mobility management data, be given a reply by the net work element in the terminal device's home network to a re quest from the terminal device immediately after the request is received, with any required security procedures etc. The immediate reply to the terminal device, together with the as signment of a temporary identity P-TMSI (Packet Temporary Mo bile Subscriber Identity) for the terminal device, reduces the "F-TLLI/R-TLLI" problem (Foreign Temporary Logical Link Iden tity/Random Temporary Logical Link Identity) because, for ex ample, the registration procedure is thereby shortened, thus reducing the risk that several terminal devices attempt to register themselves simultaneously with the same "Random TLLI". Corresponding to this approach, a TMSI (Temporary Mo bile Subscriber Identity) is assigned to the requesting termi nal device at a switching unit (MSC). The identification, the security procedures, the location updating, the insertion of the user data, for example in the visitor location register (VLR), can then be effected on the basis, for example, of a later service request from the terminal device. The use of a terminal device's P-TMSI identity at the serving GPRS support node (SGSN) is known, for example from the 3GPP TS 23.003 V6.3.0 (2004-06) ( 3 rd Generation Partnership Project; Technical Specification Group Core Network; Numbering, addressing and identification (Release 6)) and the F-TLLI/P-TLLI identities are known, for example, from the 3GPP TS 23.060 V6.5.0 (2004 06)( 3 rd Generation Partnership Project; Technical Specification Group Services and System Aspects; General Packet Radio Ser vice (GPRS); Service description; Stage 2 (Release 6)).
PCT/EP2004/014695 / 2004P21549WOZA 6 The network element in the serving network can thus, using the method in accordance with the invention, check the communica tion network and provide services in spite of an overload sit uation. It is also possible to imagine standard user profiles which are present or stored, as applicable, in the network element in the serving network, to enable a user to access the services even if, for example due to an overload situation, it is not possible to obtain any service profile data for the network element in the serving network. A great advantage of the invention is that it enables the overloading of a network element in a communication network to be cost-effectively and efficiently reduced. Furthermore, the method in accordance with the invention gives the possibility of checking and managing the overload level on each network element in the communication network. The invention will be explained in more detail by reference to an exemplary embodiment shown in a figure. The figures show Figure 1 a flow diagram for an example in accordance with the invention, Figure 2 a device in accordance with the invention. Figure 1 shows a flow diagram for an example in accordance with the invention, in a packet-switched domain. However, the method in accordance with the invention can also be used, for example, with second generation mobile radiocommunication net work elements MSC, or generally with network elements in a serving network. The packet-switched domain (ps = packet switched) is used mainly by mobile users of the GPRS network (GPRS = General Packet Radio System). Here the signaling ca pacity between network elements in the home network HLR, AuC for a terminal device MS, and network elements in a serving network MSC, SGSN, is severely limited, for example by the network operator. Factors which can cause this are high con ducting costs for signaling lines, a small number of payment PCT/EP2004/014695 / 2004P21549WOZA 7 tickets (charging records), an inadequate network infrastruc ture etc. When an RAU (Routing Area Update) request is sent off by the terminal device MS, the network element in a serv ing network SGSN, MSC sends back an RAU acceptance message via a BSS (= Base Station Subsystem) in an access network (Radio Access Network) after the RAU request is received. In doing this, it is also possible to exchange security functions be tween the terminal device MS and the network element in a serving network. For the handling of security, the decision to execute can for example be adapted to the current traffic load level (Cl). For this, the corresponding PTMSI must be an nounced as "preliminary used". This is only necessary to avoid duplication of the PTMSI and of the corresponding acceptance of the service availability (GoS = grade of service ). If, due to an overload situation, the network element in the serving network SGSN, MSC does not receive a mobility management mes sage from a network element in the home network HLR, AuC for the terminal device MS, the RAU acceptance message is sent to the terminal device MS with parameters which are modified or appended, as appropriate. The effect of the parameters in the RAU acceptance message is that the terminal device MS assumes that the RAU request was successful. After this, the terminal device sends an RAU completion message (Routing Area Update Complete), thus terminating the location updating on the net work element in the serving network. The method in accordance with the invention can also be used with an ATTACH request (connection request) etc. If the network element in the serv ing network SGSN, MSC receives a service call from the termi nal device MS, this triggers a detach request with suitable parameters, containing an indication that a reconnection (re attach) is required. Only after the reconnection can the ter minal device MS use certain services. Thus it is to some ex tent possible by using detach/attach and service profile re quests to re-establish, at least partially, service connec tions. Obviously, a request on the part of the terminal device could also trigger a service profile request in the home net work of the terminal device MS. Service profiles need only be PCT/EP2004/014695 / 2004P21549WOZA 8 requested if a default profile (predefined profile) is not used. The signaling load at the access network (Radio Access Network) BSS is here not significantly higher than with normal operation. Figure 2 shows a device in accordance with the invention. A receiving unit E is used to submit to the network element SGSN, MSC in a serving network (SN) a request from a terminal device MS for a procedure. A processing unit V is used to re quest at least one item of service profile data from a network element in the home network (HN = home network) of the termi nal device, HLR, AuC. If the service profile data is either not received or only partially, a transmission unit S is used to send at least one signaling message to the terminal device MS. In an embodiment in accordance with the invention, immedi ately after its receipt a signaling message to the terminal device MS is generated, with no request for an item of service profile data, which has such a form that there are no subse quent signaling messages about the procedure on the part of the terminal device MS.
Claims (17)
1. Method for signaling acceptance of a request for a procedure between a terminal device (MS) and at least one network ele ment in a serving network (SGSN, MSC), characterized in that when there is a request from the terminal device (MS) to the network element in a serving network (SGSN, MSC) for a proce dure, the network element in the serving network (SGSN, MSC) requests at least one item of service profile data from a net work element in the home network for the terminal device (HLR, AuC) and if the one or more item(s) of service profile data is either not received or only partially, the network element in the serving network (SGSN, MSC) sends to the terminal device (MS) at least one signaling message which has such a form that there are no subsequent signaling messages about the procedure on the part of the terminal device (MS).
2. Method in accordance with claim 1, characterized in that the network element in the serving network (SGSN, MSC) sends to the terminal device (MS) without request at least one item of service profile data, in the event of a request from the terminal device (MS) for a procedure sends to the terminal de vice (MS) at least one signaling message which has such a form that there are no subsequent signaling messages about the pro cedure on the part of the terminal device (MS).
3. Method in accordance with one of the preceding claims characterized in that PCT/EP2004/014695 / 2004P21549WOZA 10 at least one item of service profile data is requested from at least one network element (MSC, SGSN) in another serving net work.
4. Method in accordance with one of the preceding claims characterized in that the signaling message from the network element in the serving network (SGSN, MSC) to the terminal device (MS) contains at least one parameter concerning the acceptance of the request from the terminal device (MS).
5. Method in accordance with one of the preceding claims characterized in that a network element in the home network is a home location reg ister (HLR) and/or an authentication center (AuC).
6. Method in accordance with claim 5 characterized in that the home network is a cellular mobile radiocommunication net work and/or an IP network.
7. Method in accordance with one of the preceding claims characterized in that the request for a procedure from the terminal device (MS) to the network element in a serving network is a request for a location update, re-registration and/or an attachment proce dure.
8. Method in accordance with one of the preceding claims PCT/EP2004/014695 / 2004P21549WOZA 11 characterized in that the network element in the serving network is a switching unit (MSC) and/or a serving GPRS support node (SGSN).
9. Method in accordance with claim 8 characterized in that the serving network is a cellular mobile radiocommunication network and/or an IP network.
10. Method in accordance with one of the preceding claims characterized in that the terminal device (MS) is a mobile radiocommunication de vice, a mobile computer, a mobile organizer and/or a computer.
11. Device for signaling acceptance of a request for a proce dure between a terminal device (MS) and at least one net work element in a serving network (SGSN, MSC), - with a receiving unit (E) for receiving at least one re quest from the terminal device (MS) for a procedure on a network element in a serving network (SGSN, MSC), - with a processing unit (V) for requesting at least one item of service profile data from a network element in the home network of the terminal device (HLR, AuC) and, if the item of service profile data is either not received or only par tially, for generating at least one signaling message which has such a form that there are no further signaling mes sages about the procedure from the terminal device (MS), - with a transmission unit (S) for sending the at least one signaling message to the terminal device (MS). 12. Device in accordance with claim 11, characterized in that the device is a network element of the one or more serving network elements (SGSN, NSC).
13. Device in accordance with claims 11 and 12, characterized in that a home location register (HLR) and/or an authentication center (AuC) is provided as the network element in the home network (HLR, AuC).
14. Device in accordance with claims 11 to 13, characterized in that the home network is a cellular mobile radiocommunication net work and/or an IP network.
15. Device in accordance with claims 11 to 14, characterized in that a switching unit (MSC) and/or a serving GPRS support node (SGSN) is provided as the network element in the serving net work (SGSN, MSC).
