To avoid the discrepancy cultivated by the allocation process and in the interest of transparency the NDA government in 2014 formulated an ordinance (which later became a bill) to auction these blocks. This paper seeks to provide a clear understanding of the process by which coal blocks are auctioned as well as some problems which might arise due to the current process.
