La russie européenne approche géopolitique des enjeux économiques (The european russia geopolitical approche of economic stakes)

Abstract

Si les Européens répugnent à intégrer la Turquie à leur Union, le même projet relatif à la Russie semble hors de propos car il n’est tout simplement pas envisagé. Cependant, il y a de bonnes raisons d’intégrer également la Russie, et cela avant même la Turquie. La Russie et l’Europe ont de nombreux éléments communs dans leur histoire, avec des destins parallèles et opposés : de la barbarie à la civilisation pour l’Europe occidentale, et inversement pour la Russie. L’intégration de la Turquie était initialement vue par les Occidentaux comme un moyen de se renforcer face à l’URSS. L’effondrement de celle-ci rend caduc cet argument. Mais une menace de taille se fait jour : la Chine. L’intégration de la Russie à l’UE est de nature à apporter une synergie économique, à tenir à distance la Chine, et à permettre de promouvoir mondialement le modèle européen, qui adoucit les moeurs. A défaut, l’Europe serait réduite à ce qu’elle est géographiquement : un petit cap de l’Asie. If Europeans are rather reluctant to integrate Turkey into their Union, the same scheme about Russia seems irrelevant as it is just not contemplated. However, there are some good reasons to integrate Russia as well, and prior to Turkey. Russia and Europe have many historical common grounds, with parallel but opposite fates: from barbarousness to civilization for Western Europe, the other way round for Russia. Turkey’s integration was initially justified as a way for Westerners to beef up against USSR. With the collapse of the latter, this no longer holds true. But a new sizable threat lies in the offing: China. Russia’s integration into EU is to bring some economic synergy, will keep China at arm’s length, and will help promoting worldwide the European model and its civilizing influence. Failing it, Europe is likely to be dwarfed to what it is geographically: a small cape of Asia.
