- V N Alok (2021): Impediments in the Functioning of SFCs and Good Practices
There are many hindrances in the smooth functioning of SFC in India. Deficiencies in local fiscal data, inconsistent methodologies of various SFCs, poor response by the state governments on SFC reports, non-synchronization with union finance commission, indefinite tenure of SFCs, qualifications of SFC members, composition of SFCs, delayed constitution of SFC, extraneous contents and unordered presentation of SFC reports are key factors impending the smooth operation of SFCs. The chapter also presents an assessment of the good practices adopted by various states in the working of SFCs.

Examination of over 76 SFC reports reveals that there is no uniformity in the presentation of the reports that makes them almost incomparable. Despite these vast inter-state variations in reports, the main recommendations of the SFCs are grouped into six major heads, viz. global sharing, assignment of revenues, horizontal distribution, grants-in-aid, functions and functionaries, and other measures. The chapter examines structures, approaches, methodologies, recommendations of SFCs within these heads and presents, in tabular forms, how they work across states. ... SFCs of all generations have recommended different types of grants which have varied substantially from one state to another in India.
