    We analyze a dynamic multi-pollutant problem where abatement costs of several pollutants are not separable. The pollutants can be either technological substitutes or complements. Environmental damage is induced by the stock of accumulated pollution. ... In particular we find that optimal emission paths need not be monotonic, even for highly symmetric pollutants.

    Over the last two decades, substantial studies have been conducted to assess the feasibility of a multi-pollutant strategy for managing air quality in the United States. Given the inherent complexity of multi-pollutant air quality challenges, including fine particulate matter (PM 2.5 ), ozone (O 3 ), and air toxics, this paper undertook a multi-pollutant analysis at both national and local levels. ... Initially, we identified counties across the continental U.S. with heightened multi-pollutant exposures and EJ concerns. Subsequently, a case study within the Detroit metropolitan area was conducted, revealing a clear overlap between multi-pollutant and EJ issues, underscoring the disproportionate burden on disadvantaged communities. ... The results demonstrated that monitoring sites with the highest monitoring value, alongside top-ranked emissions sectors such as electric utilities, coke ovens, and iron and steel production, were likely to exhibit elevated air pollutant concentrations/risks and associated EJ concerns in their vicinity.

    We analyze the optimal dynamic scale and structure of a two-sector-economy, where each sector produces one consumption good and one specific pollutant. Both pollutants accumulate at different rates to stocks which damage the natural environment. ... These results raise important questions about the optimal design of environmental policies in a multi-pollution economy. We suggest a system of dynamic Pigouvian emission taxes, each of which should be levied specifically on one particular pollutant. We show that the optimal time path of each tax level is determined by the characteristics not only of that particular pollutant but also of all other pollutants.

    Coal-fired power plants in China have emitted multiple pollutants including sulfur dioxide, nitrogen oxides and fine particulates, contributing to serious environmental impairments and human health issues. To meet ambient air quality standards, the installation of effective pollution control technologies are required and consequently, the cost of installing or retrofitting control technologies is an important economic and political concern. A multi-pollutant control cost model, CoST CE, is developed to calculate the cost of multi-pollutant control strategies in the Yangtze River Delta region (YRD) of China, adopting an LP algorithm to optimize the sorting of control technology costs and quickly obtain a solution. ... Moreover, it is evident that the cost curve shapes, maximum abatement potential and total cost for the three provinces in the YRD region are quite different due to differences in power plant type and technologies, current emission levels and existing pollution controls.
