Providing a rpm spec file for openstack tap as a service plugin

One can build the spec files with DLRN to get tap-as-a-service rpm packages, a nice example by Luke hinds elaborating the building steps as following http:https://lukehinds.com/2017/01/13/dlrn-build-rdo-packages.html

Tap-as-a-service packaging is not supported by RDO yet, to add the packages to RDO Trunk: https://www.rdoproject.org/documentation/rdo-packaging/#how-to-add-a-new-package-to-rdo-trunk
