Inexperienced jurors distribution works, PDF exports updated.

What remains to be done is CSV export/import that will handle non-voting seats.

Fixed swapping bug with juror sitting in multiple juries in a round.

Maximal jury size is not affected by inexperienced jurors so that they can be assigned as voting if needed.

New features:

• Inexperienced jurors are distributed only after the first round that they are available.
• Introduced variable jury sizes (per round).

What remains to be done:

• Assigning inexperienced juror in the first round in non-voting mode.
• Including non-voting jurors in PDF output.

This version is ready for 2013 IYPT.
