Fixes client:only CSS in Svelte components

Changes

• Fixes missing CSS from client:only usage of Svelte components.
• These come through with the @fs prefix and we weren't checking that.
• Fixes Svelte styles not included in build for client:only components #4777

Testing

• This should have been covered by an existing test, but because we were testing multiple things in a single page it was accidentally passing.
• Moved to a standalone page to ensure that we are testing this and only this in a single test case.
