Partitioning the ATS cache effectively wipes it so we need to proceed one server per cluster and DC at a time to avoid overwhelming the applayer. Affected servers: * cp1077 * cp1078 * cp2029 * cp2030 * cp3052 * cp3053 * cp4022 * cp5002 * cp5008 * cp6001 * cp6009 ATS needs to be restarted to apply the new cache partition schema Bug: T317748 Change-Id: Ida77f3ef0d6cc1a89a66fa742e5478d100a0f3d2
