Periodically check & get a native system notification if value was changed on a website.

In this case, get value from my WOŚP's eSkarbonka.

• 0.5: Windows notifications.

• 0.2: Fully working code. Added extra things like pickle file to store value, comparison between old & new values, progress bar, native macOS notifications. Fixed blocked user-agent and SSL certificate issue.
