tidb_query_datatype,collation: remove utf8mb4_0900_bin from need_restored_data

Issue Number: Close #15571

What's Changed:

1. The collation utf8mb4_0900_bin is excluded from need_restored_data.
2. Fix the is_bin_collation for utf8mb4_0900_bin.
