I reviewed linter warnings + errors, resolved formatting, types and other issues related to my work
The PR title follows the convention we established conventional-commit
I performed a functional test on my final commit

update tsconfig to turn off emit decorator metadata flag as we aren't using any
remove @swc/core from dev dependencies as it was only added to silence tsup emitDecorator warnings
