What

When Horizon is in the build state, skip querying stellar-core on 127.0.0.1.

Why

In PR #4860, we addressed the issue of excessive log output when Horizon is in the "build" state by skipping querying stellar-core when the STELLAR_CORE_URL is set to "localhost". However, the fix didn't cover the scenario when the URL specified is 127.0.0.1. This PR aims to handle both "localhost" and "127.0.0.1" and suppresses the log output when Horizon is in the "build" state.

Fixes #4259
