- Improve restart time of Captive-Core when started with `--captive-core-use-db` flag. The solution does not work on Windows. ([4471)](https://github.com/stellar/go/pull/4471))
## 2.20.0

**Upgrading to this version from <= v2.8.3 will trigger a state rebuild. During this process (which will take at least 10 minutes), Horizon will not ingest new ledgers.**

not suggesting change, maybe going forward we can stop boilerplating this pre-text warning, as it's referring to fairly older release, of which many releases with same pre-text have happened since?

I remember that in the past some Horizon admins were surprised about the state rebuild after deployment so we started adding this text. Maybe let's discuss it in Horizon Release Checklist doc (in the comments) or in team meeting?
