add submodules: graphql and toml-serialization #590

reasons:

nim-graphql: it's obvious, we need it for the upcoming graphql api implementation.
nim-toml-serialization:
- it will be only used by graphql test suite for the moment
- it will also be used by Switch to confutils, align command line options with nimbus-eth2 #581 when we switch to confutils:
  - toml-serialization will become the config-file backend.
