Putting it that way it gives the impression these gems are mandatory.
What about a new section about Internationalization? Or at least a note that these gems are optional and useful for multi language stores only.
Ideally we would recommend people to not use these gems at all and copy over the locale files instead. Loading lots of data into memory they even don’t use is not very helpful.
