X-Ray unofficial toolset for complex use with official S.T.A.L.K.E.R. MOD SDK. The code to load/save X-Ray files closely follows the GSC one. Regarding the rest source code, you can do whatever you want, just do not say you wrote it.

1. Open solution(bld-vs2015\EngineToolset_vs2015.sln) in Visual Studio 2019.
2. Select active Solution Configuration and Solution Platform.
3. From the Build menu, click Build Solution (Ctrl+Shift+B).

And see Release section.

Visual C++ Redistributable for Visual Studio 2019 is required to run programs.
