The github.com/hashicorp/hcl2 package was used temporarily for the development of HCL 2, and is now archived. This commit replaces with the API-compatible github.com/hashicorp/hcl/v2. As a result of this, the output of --tf12format will change slightly, with newlines added after every open bracket.
