Remove CLOUD from command-line to make consistent with other settings. Apply all command line options to ansible. This allows useful options like --skip-tags.

Looks good to me. hotfix mode definitely needs more testing, it was just something I quickly added while trying to avoid lots of reinstall steps during upgrades. |
