Implement and document TAPPING_FORCE_HOLD_PER_KEY (qmk#7859)

* Implement and document TAPPING_FORCE_HOLD_PER_KEY

* Added "record" parameter to "get_tapping_force_hold"

* Correct typo -- remove 'IGNORE_' from 'IGNORE_TAPPING_FORCE_HOLD_PER_KEY'
