  1. github: Add Github Action to generate Doxygen 

    Add a Doxygen Github Action and the requisite Doxygen
config file to generate Doxygen documentation.  Documentation
is only generated for the "main" branch and is available here:

	https://seccomp.github.io/libseccomp/
